I AM directed by the Secretary of State for the Colonies to transmit to you, for the information of Secretary Sir E. Grey, with reference to letter from the Colonial Office of the 28th November, a copy of a despatch from the Governor-General of Canada, on the subject of the representation of Canada at the International Opium Conference.

Ottawa, November 20, 1911. WITH reference to your telegram of the 2nd November, on the subject of the international conference on the opium question, to be held at The Hague on the 1st December, 1911, I have the honour to transmit herewith, for your information, copies of au approved minute of the Privy Council for Canada, stating that my responsible advisers do not desire to be specially represented at this conference, but that they would be pleased to be informed by His Majesty's Government of any resolutions, or other steps, which may be taken by the conference.

The minute is accompanied by a copy of the Act of Parliament, chapter 17, 1 & 2 Geo. V, entitled "An Act to prohibit the improper use of Opium and other Drugs."

Certified copy of a Report of the Committee of the Privy Council, approved by H.R.H. the Governor-General on November 11, 1911.

THE Committee of the Privy Council have had before them a report, dated the 6th November, 1911, from the Minister of Labour, to whom was referred a despatch, dated the 3rd November, 1911, from the Right Honourable the Principal Secretary of State for the Colonies, in which it is stated that His Majesty's Government have accepted an invitation of the Government of the Netherlands to take part in an international conference on the opium question, to be held at The Hague on the 1st December, 1911, and enquiring whether the Government of Canada will desire to be specially represented at this conference.

The Minister represents that it is unnecessary that Canada should be specially represented at this conference, but that the Government of Canada would be pleased to be informed by His Majesty's Government of any resolutions or other steps which may be taken by the conference on this subject.

The Minister recommends that copies of the Act of Parliament of Canada, chapter 17, 1 & 2 Geo. V, entitled An Act to prohibit the improper use of Opium and other Drugs," be communicated to His Majesty's Government for the information of the conference.
